Specifically, this regulation will require export licenses to Huawei for many chips produced by US-designed chip manufacturing tools. This will enable the US Department of Commerce to prevent the sale of semiconductors manufactured by Taiwan Semiconductor Manufacturing Co. (TSM) to Taiwan Semiconductor Manufacturing Co. (HiSilicon). Hisilicon designs chips for Huawei.
 
Measured by revenue, the three major US semiconductor equipment manufacturers, Applied Materials (AMAT), Lam Research Co. (LRCX) and KLA Corp. (KLAC), control about 40% of the global market. Most of the equipment used in the global chip assembly line uses American technology. In addition, the most widely used chip design software is also made in the United States. If this rule is really implemented, it will undoubtedly be a huge blow for Huawei.
 
However, the latest news from Reuters revealed that U.S. chipmaking industry pushes back on proposed export rule changes. Reuters News pointed out that industry organizations are delaying the proposed changes to US export controls because it will affect the sale of certain semiconductors and other technologies to China, while emphasizing the role of chips in solving the COVID-19 pandemic.
